OVERVIEW

The Government of Pakistan, in its mission to promote affordable housing finance, has launched the 'Wazir-e-Azam Apna Ghar Program — Ghar Ho Tu Apna scheme, and the State Bank of Pakistan has rolled out the initiative — a profit subsidy and risk-sharing program designed to make home financing more accessible

HBL offers this facility through its Shariah-compliant home financing solution. This product allows individuals to build or buy ready-to-live homes using the Diminishing Musharakah financing structure, ensuring affordability, convenience, and full alignment with Islamic banking principles.

Criteria	Details
Eligibility	• First-time homeowner citizens of Pakistan holding a CNIC. • Must not own any residential property in their name.
Purpose of Loan	• Purchase of a new house or flat. • Construction of a house on an already owned plot. • Purchase of a plot and construction of a house.
Size of Housing Unit	• House: Up to 10 Marla/2720 sq. ft. • Flat/Apartment: Up to 1500 sq. ft.
Maximum Loan size	• Up to PKR 10 Million
Fixed End-User Rate	• Flat 5% for first 10 years and variable at Kibor+3% for subsequent years
Maximum Loan Tenor	• 20 years (with the markup subsidy applicable for the first 10 years)
Loan-to-Value (LTV)	• 90:10 Ratio (You contribute 10% of the property value as equity, the bank finances 90%)
Bank Charges	• No processing fee • No prepayment penalty

For Salaried	Valid CNIC of applicant & Co-partner (where applicable)
2 passport size color Photographs of applicant & Co-partner (where applicable)
Undertaking for first time homeowner
Proof of allotment, transfer and/or Title Document of the property to be mortgaged (if available)
Employer’s certificate mentioning that payroll account maintenance shall continue with the lending Bank (where applicable)
Proof of Employment (along with length of employment) for example: Employment letter / Employment Certificate / Any valid documentary evidence from employer (Any One)
Income Proof document (salary breakup and deductions to be clearly mentioned) for example: Current Salary Slip / Salary Certificate
Account Maintenance Certificate along with last 6-month Bank statement with Salary Credits
For Business	Valid CNIC of both applicant & Co-partner (where applicable)
2 passport size colour Photographs of applicant & Co-partner (where applicable)
Undertaking for first time homeowner
Proof of allotment, transfer and/or Title Document of the property to be mortgaged (where available)
Proof of Business (stating ownership and length of business) for example
Partnership Deed / Bank Certificate for Sole Proprietor / Partnership / NTN Certificate / Rent agreement of office / Professional Degree / Diploma &/OR Valid Membership of applicable Professional body / Any other valid acceptable business document verifiable from authority fulfilling minimum business tenor requirement.
Income assessment document
Account Maintenance Letter along with at least recent 6 months Bank Statement.
